What are the details in regards to the "hipaa" regulation?

<span style="font-family: Arial, sans-serif; font-size: 12px; color: #444444; line-height: 18px;">My grandmother is a resident in a Long Term Care Facility in Florida. My grandmother has a volunteer, who communicates with my mother who resides in Canada, and provides my mother with updates. All of a sudden, my mother receives an e-mail from the volunteer, who claims that she can no longer communicate with my mother due to the HIPAA regulation. My mother is also being restricted from a sibling to be on the contact list for my grandmother. We're wondering if the HIPAA regulation would have something to do with the sudden restraint of communication. Or would it be strictly due to my mother not being on the contact list. Any information would help, thank you!</span>
