Hello,
If a person tells a neighbor that if they see thier child ontinues being hit or if we hear their child screeming/crying because they were more than spanked by their parent be considered harrassment if you inform them the police will be called for each instances?

Hello there. I'm not sure whether it might be considered harrassment if you call the police or threaten to call, but if a child's wellbeing is at stake we should all do what we can to protect him or her. In fact, in some jurisdictions, it's the law that anyone that knows of child abuse must call the authorities.
