Can i be forced to sign a retainer agreement after the lawyer has begun work on my case that i did not consent to?

I hired an attorney to handle my child support case but I lost. I discussed a possible appeal with my attorney and his price but did not make a commitment verbally or otherwise. Then I decided to use a different attorney, but found out that my 1st attorney had already filed the appeal and incurred additional court costs. Now he is threatening to withdraw the appeal if I do not sign the retainer agreement. Also, I am beyond the 30 days to appeal so if he withdraws, I or a different attorney cannot re-file. Can my 1st lawyer coerce me into signing this agreement after he has already begun work I did not consent to? AND this recent retainer agreement is for more money than we previously discussed.
