We are in the process of cashing 8 (eight) international promissory notes to fund a large r/e development project for the city of st. louis. we need your help!

We are in possession of 8 International Promissory Notes. These notes follow a governing law created by the United Nations."The United Nations International Bills of Exchange & International Promissory Notes (Uncitral). Being the US is part of the United Nations - Are they not legally obligated to obey this law? Are there any repercussions in the event the institution chooses not to cash the notes and break the governing law? The Federal Reserve Act also states that they can accept notes from other nonmember depositories.
