Shoplifting

Hi, a friend cant stop talking about a concern he has about shoplifting. He has done it a few times (but now regrets it a lot and assures he will never do it again, too much on his mind..) at a Walgreens shop. It was food items of little value (he says around 3/4$). Never got caught but scared of cameras or what could happen in the future. He left the US so doesn't live at his former address, changed phone number, etc. Can something happen (tracked down etc. if ever seen on camera later, although he never got caught in a shop)? Thanks
