Selling a surfactant online legally

My father owns a startup chemical company. We created and produce a surfactant that is biodegradable and non-toxic. I want to sell it online (website, ebay's Industrial Cleaner section, etc). What is the best way to learn more information about the liabilities and legalities of this process, so I am operating within the bounds of the law?
