Is it legal for a reopresentative of Revenue Canada to follow me from my home to a jobsite and then follow up with a third party demand notice from my customers? he is following me from my home to where i drop off the materials and now he has also frozen my bank account. I registered a different company and he has also placed a freeze on this account even though it has been only in service since July 1, 2010 and has no tax history.

Legally according to the Criminal Code, he has commited no offence. In fact, if he is willing to go to this length, he should be commended by his supervisors. You have to expect that Revenue Canada will follow up with their investigations.

A collections officer of the Canada Revenue Agency is permitted to enforce the provisions of the tax legislation, which includes collections provisions. If you have an outstanding tax debt, the CRA may take steps to collect the debt. They may follow you to see who owes you money so that they can issue garnishment notices to employers, financial institutions, customers, clients and others.
It seems to me that you are taking steps to avoid payment of a tax debt. It is their job to collect the tax debt. I can see wher eyou have a problem - but it is your problem. Your best option is to find a way to pay your tax debt. It may be possible for you to make a payment arrangement with the CRA (but you will have to disclose information and be honest). If you continue to try to hide, they will continue to try and find you.
