I am a college student, in BC, i live on residence i have noticed a couple of times the Dining hall, adding food items on my card, thinking im not apying attention, if i caught that theft act on camera, can i sue them, and how much the amount.

BC's civil justice system, which allows claims for compensation arising from both negligently and intentionally caused harm (such as that arising from theft) is based on restoring the victim to their original position. A lawsuit based on the above facts would likely not be worth more than the value of the stolen goods.
