International travel health insurance - civil suit

My mom visited me here in Toronto from Turkey. She had an international travel health insurance policy from Turkey. (The insurance company is multinational) My mom was admitted to hospital while staying in Toronto and incurred hospital (medical) expenses. She passed away in the hospital. I am the guarantor for the payment to the hospital. The insurance in Turkey did not pay for the expenses.1) Can I sue the insurance on behalf of my deceased mom? If you can't answer, can you at least point me to the relevant act/law? 2) Can you sue a company outside of Ontario/Canada? Is there a law that governs this issue?
