I just found out Rogers Data Breached my account information to an email address that was not mine. Is this illegal, even though it was human error and I am sure was accidental. And what legal recourse do I have

You may want to file a complaint with the Information and Privacy Commissioner of Ontario as your account information should not be accessed by a third party whom you have not voluntarily chosen to disclose information to.
Even if it is inadvertent, the proportion of harm and consequences as a result of such a breach is not minimal.
You may also want to explore avenues on filing a consumer dispute with allontario.ca.
Finally, you have the option to file a civil claim, providing a clear and accurate accounting of damages incurred by you as a result of the breach.
