The former federal justice minister

This is about the former Federal Justice Minister...Jody Wilson Raybold..When the justice minister makes a ruling...what if any documents are made?For example..when one makes out a will...one puts it in writing and then signs it and then has a witness or two to sign it..Then it may be date stamped and finally is given to all respected parties...Is there some paper trail created or is there just a verbal agreement made?
