Inherited cottage - 3 adult children

Parents leave cottage to 3 adult children. Two of the children use the cottage, one doesn't. Are all 3 responsible for equal cost of the maintenance and bills for the cottage?

No he should not.
Unless those who use the cottage pay a fee.
the proceeds from the use of the cottage should be used to fix the cottage.
A best option will  be to do an appraisal and buy out anyone who do not care to use the cittsge
