Travel ticket scam

I know a lot a people that was scam by my former best friend. They cheap tickets to the Philippines and as it turns out, it's either they have a One-way ticket or they have no ticket at all. The Travel Agency that she worked for, who didn't know she was doing all this while using the company's name, tried to compensate people's money. The victims want to report the lady that scammed them, but we're not what to report.
