Procedure for a foreigner sales tax in toronto

My father and two of his partners purchased an apartment in Toronto, Ontario in 2009 and sold it in 2016. My father is a citizen of Canada, but his partners are not. After the sales was completed, their lawyer withheld some funds and told them to file their taxes. He said based on the CRA assessment he can release the remaining balance. Our accountant prepared the tax forms for all three separately and sent to Canada Revenue Agency. It has been more than a year and we still haven’t received any response. The lawyer and the accountant are saying that the have followed the correct procedures. I would like to confirm if this is correct or we should have done things differently. Can you also advice who should we follow up with to expedite this matter? Thank you for your time.

It shouldn't take a year to hear back on this. 

If they filed returns, the returns should have been assessed relatively quickly. 

You should call the CRA non-resident inquiries line - just Google it.
