How is it possible to charge someone under mental duress?

I phoned the RCMP when my son was suicidal. They broke down his door and tasered him. They have now charged him with assault. How is this possible?

The police charge individuals who they believe, on reasonable grounds, have committed a criminal offence.  The police often get things wrong, which is why we have the court process, throughout which the accused is presumed innocent until there is a finding of guilty by an impartial Judge.
